[ZS] Add keyvalues to control behavior of info_noskills

    • Added info_noskills entity. Add this to your map and players won’t have their skills activated.onlydisabledebuffs 1 - Only disable the debuffs from the skill tree
      noextraworth 1 - To disable the worthiness skills

      I did want it so that maps that reduced the starting worth or forced loadouts would have debuffs automatically disabled, but that hasn’t happened.
